The City of Koronadal Water District is a government-owned- and controlled corporation. Started its modest beginning in the year 1980 when officials of the Municipality of Koronadal headed by Mayor Ismael D. Sueno organized and formed the water district through the Sanguniang Bayan Resolution No. 92, s. 1980 dated December 1, 1980. It was then issued a certificate of conformance No. 156 in July 1981 by the Local Water Utilities Administration. The certificate entitles the Koronadal Water District all the rights and privileges authorized under Presidential Decree 198 as amended. The water supply of Koronadal Water District was originally constructed by the Public Works in 1967 consisting of a deep well and a reservoir located at the back of the Municipal Bldg. Transmission and distribution pipeline, pump equipment and structure were also put in place. The Municipal Government managed the water system then until 1980. It only served the public market and its environs with only 30 connections.
In June 1983, under the advisorship of C. Lotti and Asociates, LWUA conducted a feasibility study for a comprehensive improvement of water supply system in the Municipality of Koronadal. However, after the detailed engineering stage, development costs rose to such a high level that the resulting water rates were beyond the paying capacity of the concessionaires.
In 1986, LWUA granted the KWD a P1.1 million loan facility to finance the pipeline expansion. A re-evaluation of the study was undertaken in 1989 and the result turned out favorable but the scarcity of funds for loaning from LWUA hindered the implementation of the project. During this period, KWD had difficulty increasing its service connections to 300.
In 1990. a grant was awarded to KWD for the drilling of an exploratory well located at Bo. 2 Gensan Drive and approximately 2.5 km south east of the existing service area.
The comprehensive level III expansion project finally took off in 1993, which include the construction of pump house and the installation of water treatment facilities in Bo. 2. Then begun the tapping of well to its service connections. This was followed in 1998 with the construction of an 800 cu.m. concrete ground reservoir located at Estember Subdivision and the transmission lines. Upon its completion, the service area has substantially expanded serving the town proper and nearby areas and increased its service connections. In October 2001, KWD was upgraded from small to average category owing to its more than 3,000 concessionaires being served by the district.
In 2002, the second well at Forro subdivision was commissioned to complement the increasing demand for water supply in the City of Koronadal.
In 2003, the KWD experienced management chaos. This was brought about by the infamous management style and leadership of the then GM. Instead of continuing the development program and trend that the district had with the previous leaders, the progress of the district was stalled.
In 2007, LWUA exercised its administrative powers and issued BOT Resolution No. 41, series of 2007 providing for the full takeover of the management and board of KWD. It was during this period that the name KWD was officially changed to CKWD. This is in keeping pace with the development and evolution of Koronadal into a bustling city and the seat of the reconfigured Region XII. With the availment of LWUA’s credit facility, an administrative building was constructed to serve better the concessionaires.
In January 2009, CKWD was re-categorized from average to medium category. The district was awarded by PAWD the top performance for having attained a high level of performance in its operation and management for the year 2008.
The district had undergone some trials and birth pains but has preserved and endeavored to move forward with the commitment and strong determination of the current personnel of the district and with the unwavering support of the officers.
